OPRA Request

Two Easy Steps

   

In order to make requesting public records as simple as possible, please follow these three two easy steps. It is important that (1) you know what record you need and (2) the request form is properly submitted.


General OPRA Information

   

1. State Law requires that in order to request access to government records, you must complete, sign and date a written request for access and deliver it in person or by mail during regular business hours to the appropriate custodian of the record requested. You may also complete and submit an electronic version of this request form at opra@sjta.com. Your request is not considered filed until the written request has been received by the custodian of records. If you submit a written request to any other officer or employee of SJTA, that officer or employee does not have the authority to accept your request on behalf of SJTA and you will be directed to the custodian.


2. If you 1) submit a request for access to government records to someone other than the custodian; or 2) do not complete a written request containing the information required in this form; or 3) make a request for access by telephone or fax, the Open Public Records Act and its deadlines, restrictions and remedies will not apply to your request.
 
3. The fees for duplication of a government record are listed below. We will notify you of any special charges, special service charges or other additional charges authorized by State law or regulation before processing your request. Payment shall be made by cash, check or money order payable to the South Jersey Transportation Authority.
 
4. By law, SJTA must notify you that it grants or denies a request for access to government records within seven business days after the custodian of records receives the request, provided that the record is currently available and not in storage or archived. If the record requested is not currently available or is in storage or archived, the custodian will advise you within seven business days when the record can be made available and the estimated cost. You may agree with the custodian to extend the time for granting or denying your request for making records available.
 
5. You may be denied access to a government record if your request would substantially disrupt agency operations and the custodian is unable to reach a reasonable solution with you.
 
6. If SJTA is unable to comply with your request for access to a government record, the custodian will indicate the reasons for denial in writing.


7. If your request for access to a government record has been denied or unfilled within the time permitted by law, you have a right to challenge the decision by SJTA to deny access. At your option, you may either file a complaint in writing with the Government Records Council (GRC) located in the Department of Community Affairs or institute a proceeding in the Superior Court of New Jersey. 8. Information provided on this form may be subject to disclosure under the Open Public Records Act.

   

Fees for Duplication

       

Fee Schedule for copies of records requested (effective 1/1/2023):

Letter Sized Page = $.05

Legal Sized Page = $.07

*Electronic Transfer = Free of Charge (i.e. records sent via email and fax)

 

Requests for access to public records under the Open Public Records Act (OPRA) for the South Jersey Transportation Authority can be made in person at the SJTA Administrative Offices located at the Farley Service Plaza, Milepost 21.3 on the Atlantic City Expressway, Elwood, NJ 08217 and submitted to Kim Testa, between the business hours of 8:00 a.m. and 5:00 p.m., Monday through Friday (excluding holidays).


Requests must be submitted in writing on the OPRA Request Form and can be hand–delivered, mailed, transmitted electronically or faxed. Requests cannot be made by telephone.
