SJTA was established in 1991 to assume operational responsibilities for the Atlantic City Expressway, Atlantic City International Airport terminal, and parking facilities in Atlantic City.

The SJTA is managed by a board of seven (7) Commissioners appointed by the Governor and two cabinet officers; the Commissioner of Transportation, and the Chief Executive Officer of Economic Development Authority

The South Jersey Transportation Authority (SJTA) was established by the Legislature in June 1991 to assume operational responsibilities for the Atlantic City Expressway, Atlantic City International Airport terminal, and parking facilities in Atlantic City. As a successor to the New Jersey Expressway Authority and Atlantic County Transportation Authority (ACTA), the SJTA serves six counties - Atlantic, Camden, Cape May, Cumberland, Gloucester, and Salem. Specifically, legislation (N.J.S.A. 27:25A-1 et seq.) charged the Authority with coordinating South Jersey's transportation system, including addressing the region's highway network, aviation facilities, and its current and future transportation needs.
The Atlantic City Expressway (ACE), Transportation Services and the Atlantic City International Airport (ACY) are the Authority's core components. These entities are divided into the following departments: Executive, Airport, Business Administration, Engineering, Operations, Finance, Enterprise Information, Transportation Technology, Marketing & Communications, and Transportation Services. Each department contributes to the Authority's focus through the use of its transportation assets and industry knowledge to stimulate economic development within its six-county service area.
The mission of the South Jersey Transportation Authority is to provide the traveling public with safe and efficient transportation through the acquisition, construction, management, maintenance and support of the roadway, airport, and transit operations, as well as other projects and services that may arise to support the economic growth of Atlantic, Camden, Cape May, Cumberland, Gloucester and Salem counties.

Mr. Dougherty joined the Authority in 2010 and serves as the Executive Director. In this capacity he is responsible for the overall operation of the Atlantic City Expressway, Transportation Services and the Atlantic City International Airport. Between full and part-time personnel, the Authority boasts close to 400 employees. Prior to his appointment as Executive Director, Mr. Dougherty served as Chief of Staff for six years where he oversaw the coordination between the Governor’s office and the Authority, internal compliance, strategic planning and supervising the SJTA’s external legal counsel, among numerous other duties. Before joining the SJTA, Mr. Dougherty worked for the United States Congress as a Project Coordinator for U.S. Representative Robert E. Andrews (NJ 01) from 2002 to 2010.
