Final Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) for the Taxiway R at Atlantic City International Airport (ACY)
The information and documents below are provided to the public for review. The South Jersey Transportation Authority (SJTA) and Michael Baker International, Inc. have prepared a Final EA to evaluate potential environmental impacts associated with the proposed Taxiway R and Cargo Facility planned for the Atlantic City International Airport, located in Egg Harbor Township, NJ. The proposed project entails construction of up to a 250,000 square foot cargo facility adjacent to Runway 4-22 and a new taxiway, Taxiway R to connect the facility to Runway 4-22 and Taxiway B. In addition, a temporary cargo facility will be constructed on the current overflow parking lot. The project would be constructed in the southwest quadrant of the Airport.
The Federal Aviation Administration has issued a Finding of No Significant Impact for the proposed project. This Federal environmental approval is a determination that the requirements imposed by applicable environmental statutes and regulations have been satisfied.
The Final EA and FONSI are available for a 30-day public review period. The document may also be viewed at the Atlantic City International Airport, 101 Airport Road, Suite 106, Egg Harbor Township, NJ 08234 through June 1, 2025.

ATLANTIC CITY INTERNATIONAL AIRPORT (ACY) TERMINAL ROOF & HVAC REHABILITATION PROJECT
The Atlantic City International Airport (ACY) Terminal Roof & HVAC Rehabilitation Project includes the replacement of roofing systems across seven designated roof areas and the replacement of HVAC equipment on two roof areas. This project includes a base bid scope of work as well as an add alternate scope as follows:
The Base Bid for the project consists of the complete removal and replacement of the existing roofing systems at Roof Areas designated on the project drawings as Areas 1, 1A, 4 and 5 including HVAC equipment on Roof Areas 1, 2, 3 and 4.
The Add Alternate for the project consists of the complete removal and replacement of the existing roofing systems at Roof Areas designated on the project drawings as Areas 2, 3 and 6.
Major work items include but are not limited to:
Providing all labor, materials, equipment, and services necessary to complete the terminal roof and HVAC rehabilitation, including mobilization, temporary protections, and maintenance of traffic; demolition and preparation activities such as removal of existing roofing systems, insulation, flashings, roof accessories, roof drains, gutters, electrical components, and designated rooftop units (RTUs) with associated mechanical and electrical equipment; installation of new roofing assemblies, insulation, flashings, drainage components, and all required accessories; installation of new RTUs and all related mechanical, structural, electrical, and control work required for full system integration; and replacement of existing lightning protection components along with new electrical scope associated with the RTU replacements, all performed in compliance with airport operational constraints, safety requirements, and applicable codes and standards.

The 2025 Atlantic City Expressway Connector Tunnel CO Monitoring System Replacement REBID consists of furnishing all labor, equipment, and materials and performing all the work required to replace the tunnel’s carbon monoxide monitoring system and filters. Filters for replacement are located in the tunnel along the ceiling panels while the CO monitoring system equipment and PLC is located in the electrical substation building located atop the tunnel on Horace J. Bryant Jr. Drive in Atlantic City. Maintenance and protection of traffic will be required for filter replacement work performed in the tunnel.

South Jersey Transportation Authority (SJTA) has set a Transit Vehicle Manufacturer (TVM) Goal for this project. In accordance with 49 CFR 26.49 it be advised that only eligible TVMs are eligible to bid on this procurement.
The Federal Transit Administration (FTA) requires that each Transit Vehicle Manufacturer, as a condition of authorization to bid on Transit Vehicle procurements utilizing FTA funds, establish a DBE program including overall goals which is then submitted to FTA for approval. Only those TVMs listed on FTA's list of eligible TVMs, or that have submitted a goal methodology to FTA that has been approved or has not been disapproved at the time of solicitation are eligible to bid.
Pursuant to N.J.S.A. 34:1A-1.16, any business whose name appears on the WALL is prohibited from public contracting.
